Second Empire style Préfet hat Wool felt
The bicorne is the major headgear style to emerge at the end of the 18th century, worn by civilians and military alike. During the 19th century, it was worn exclusively by representatives of the state, army officers and police.
After Napoleon Bonaparte's coup d'état on November 9, 1799, he resurrected the Intendants of the old regime in the form of prefects, and according to the established law, "the prefect alone will be in charge of administration". The prefect designated the mayors and deputy mayors of communes with fewer than 5,000 inhabitants, and proposed the appointment of the others to the First Consul, and later to the Emperor. 97 prefectures were awarded to hand-picked men in 1800, often former revolutionaries with a love of order and discipline, and a passion for national greatness. Bonaparte advised them: "Never be the men of the Revolution, but the men of the government... and make France date its happiness from the establishment of the prefectures". It was the latter who forged a solid territorial administration in France.
